Rate of rise, not water level
A monsoon flood builds over hours. A dam break arrives as a near-vertical wall. The slope of the gauge trace separates them, and it crosses the line long before the absolute level does. That gap is the warning.

The warning has to arrive before the water does.
Notify is Nepal's early flood warning system. We watch the country's own river gauges, measure how fast the water is rising, and call communities before the floodwater reaches them.
On 26 August 2026 an ice dam gave way in Tibet and a wall of water came down the Bhotekoshi into Rasuwa. At least 157 people died and nearly 400 are missing. The gauges recorded the surge. Nobody downstream got a phone call.

The wave takes time to travel
A flood surge moves down a steep valley at roughly 5 metres per second. If an upstream gauge has already spiked, arrival time downstream is arithmetic. That is where the minutes come from.

Nothing rings alone
A single sensor can stick, spike, or be washed away. A phone call only goes out when independent evidence agrees — river behaviour, an official NDRRMA warning, or seismic activity near the headwaters.

Advisory
The river is behaving abnormally. You get an SMS. Your phone does not ring.

Independent evidence agrees, or NDRRMA has declared danger level. You get an SMS and a phone call in Nepali, capped at twice per district per day.
